The eleven pages below are just a small sampling of documents from the formerly
classified MANILA PROJECT dossier. The dossier was gathered by a small army of
agents from the US Army Counter Intelligence Corp., and the Philippine
Constabulary, during the mid 1940's, presumably in an attempt to prove that Phil
and his Russian business partner were communists. If you find this sort of thing
